Background

 

SAADO – Smile Again Africa Development Organization is a national non-profit humanitarian and

development organization dedicated to working with the youth and their communities to reach their full

potential. Founded in 2011, SAADO works across all the states of South Sudan promoting social cohesion and empowering communities to tackle the causes of poverty and injustices.  We provide humanitarian assistance to families affected by disaster & conflict while partnering with communities for long – term solutions to alleviate poverty. Motivated by the potential in the youth, we optimize their role to foster peaceful co-existence and economic empowerment in South Sudan.        

     

The Role

Reporting to the Country Director, the State Coordinator is responsible for managing internal and external coordination at the state level. He/she plays a key role in representation of SAADO with local authorities, sub cluster, Non-Governmental Agencies, and other actors in the area of operation.  He / she ensure that staffs receive optimum level of support in the field to implement program activities in a timely manner. The State Coordinator should haves strong understating of political, security and coordination issues in the area of operation and provide leadership support as they arise.

KEY RESPONSIBILITIES

·         Ensuring timely and duly management of the projects and implementation of all activities listed in the activity plan in accordance with the rules and regulations of SAADO;

·         Ensure effective design and implementation of quality formal & non-formal education programming through technical advice and support to the Director of Programs;

·         Engage all stakeholders on regular basis and provide updates to enable them have overall understanding of SAADO’s objectives; while promoting greater ownership;

·         Liaise with partners at state and locality level; attend all appropriate co-ordination/sectors meeting and share information regarding projects and security where relevant;

·         As the Security Focal Point for the site, the state coordinator is responsible for the safety of the team;

·         Ensure the safety and security of the staff in the area of operation;

·         Ensure good relations stakeholders and local authorities and line ministries, ensuring that SAADO remains impartial and neutral while responding to beneficiary needs;

·         Follow up with SAADO Memorandum Of Understanding (MOUs) with partners and other government agencies;

·         Follow up on compliance with contractual commitments within the Education Sector, ensure high technical quality and synergies in project implementation;

·         In coordination with HR Manager, develop TORs and recruiting staff members and consultants to conduct work on specific activities and objectives laid out in the activity implementation plan;

·         Managing and guiding staff members and consultants contracted by SAADO to work on the activities and objectives listed in the WP, and ensuring that their work is conducted in a timely manner and hold high quality;

·         Reviewing all deliverables and reports to be submitted to the Director and Director of Programs;

·         Ensuring accurate and timely submission of quarterly and annual activity progress reports, financial reports;

·         Support M&E processes, including commissioning of state based rapid/needs assessment, data collection, and conducting monitoring and evaluation activities per SAADO MEAL methods and policies;

·         In coordination with Finance Manager, establishing operating arrangements for financial management and accountability, including ensuring all supporting documents are maintained and an orderly filing system is in place;

·         Monitoring project funds, approving project disbursements according to donor budget requirements;

·         Ensuring recommendations made as a result of the annual audits are implemented;

·         Ensuring transparency and adherence to procurement regulations in procurement processes;

·         Participating in advocacy and policy dialogues with national counterparts on issues included in the portfolio of the projects; and

·         Perform other duties as require

 

KNOWLEDGE, SKILLS & ABILITIES

·         Bachelor’s degree in Education, Development Studies or other relevant field of study

·         At least 3 to 5 year experiences in design and implementation of programs, with experience in Education related programs as a plus.

·         Proven knowledge and experience in developing and implementing Basic education, alternative education and Technical, or Vocational Education and Training (TVET)

·         Experience in program coordination

·         Good interpersonal and motivational skills;

·         Experience of senior level representation with governmental / local authorities and other NGO’s;

·         Experience in managing staff safety and security requirements and good analytical skills of political and security situations;

·         Knowledge on basic computer/ Microsoft office skills i.e. Ms Words, Excel , Power point etc.

·         Good Logistics and Finance/Admin background;

·         Experience of developing and negotiating successful partnerships with institutional donors

·         Excellent communication skills

·         Excellent analytical skills, organization and report writing/editing skills
